Custom software
Systems for residents, for staff inside an office, and for the handoff between them, when a product built for someone else does not fit the agency.
Envoc designs and builds custom software, and modernizes the applications public agencies already run, for Louisiana state and local agencies and public institutions. Envoc has been in Baton Rouge since 1997. Participating agencies can purchase the work through the NASPO ValuePoint cooperative contract.
Envoc is a NASPO ValuePoint vendor. NASPO ValuePoint is a cooperative purchasing program for public agencies. A participating state or local agency can buy custom software and app modernization from Envoc through that existing cooperative contract. For many agencies, that purchase takes the place of writing and running a new request for proposals. The agency still follows its own purchasing rules, and the cooperative contract sets the commercial terms.

A system the agency already runs, rebuilt and cut over while the public service stays available. Scope and a named owner are part of that practice.
Louisiana state agencies, parish and municipal governments, and other public institutions that need software they can operate on an ordinary workday.
The Louisiana Office of Motor Vehicles needed a scheduler that could live with real offices: storms, outages, and a volume a walk-in line cannot absorb.
Offices had run on walk-ins. In 2020 a third-party scheduling tool was put in front of that demand. It did not hold up under the scale, and it could not close availability in real time when a storm or an outage shut an office.
Envoc built a custom scheduler for the operation. It went into production in March 2024. Residents booked more than one million appointments on it, and the service held a Net Promoter Score of 65.
Envoc is a NASPO ValuePoint vendor. Public agencies can engage Envoc through the NASPO ValuePoint cooperative contract without a new procurement. The Louisiana OMV appointment scheduler was delivered under that contract.
Envoc created and launched LA Wallet, the first legal digital driver's license app in the United States, and divested its ownership and operation in December 2025. The standard for that work is ISO/IEC 18013-5.
